Another bug fix update

Changes:
- Fix a lot of bugs surrounding retrying a failed level
- Rats now spawn after a shift starts, so you can't trap them behind counters.... Or throw them away, you monster.
- The tutorial is less buggy now.
- Some of the UI panels fit better on the screen.
